Newfoundland fish marketing agencies Introduction This is a multiple fonds collection, acquired and accumulated by NAFEL.The material in this collection includes all of the records from the office of the Newfoundland Associated Fish Exporters Ltd. (NAFEL). They are the corporate records of NAFEL as well as the records of it's predecessor companies; Hawes & Company (London) Ltd. and Hawes and Company (Newfoundland) Ltd.; Portuguese Exporters Group Ltd.; Spain Exporters Association Ltd and The Marketing Administration Committee. Each fonds is described separately. Beginning in the 1920s international trade in salt fish experienced a lengthy depression. The situation in Newfoundland was aggravated by local business practices; many exporters operated on an individual basis, selling on consignment and often underselling each other at unnecessarily low prices. This practise of selling at a loss led to a deterioration in quality, and as claims against the producers caused a further undermining of the country's reputation as a salt fish producer, a loss of traditional markets. It soon became evident that action had to be taken to improve marketing conditions. In 1933 a Salt Fish Exportation Board was created; in 1935 this was supplanted by a Salt Codfish Board which, in 1936, was replaced in turn by the Newfoundland Fisheries Board. The Board exercised wide powers of regulation and control over exports, and control over all kinds of fish and fishery products. It favoured a policy of encouraging trade-operated cooperative marketing groups licensed to export to specific countries. This was the first attempt to move from individual endeavours to a co-operative approach. The Portuguese market was first approached under this system, and results proved so successful that this form of control was extended to include all of Newfoundland's important markets - Puerto Rico, Spain, Brazil and the West Indies. During World War II the Combined Food Board of the United Nations was
set up to allocate food commodities in short supply to both friendly, neutral
and allied countries. Under this scheme Newfoundland participated in an
arrangement covering the distribution of salt fish produced in this country,
Canada, Iceland, Greenland, St. Pierre and Miquelon. All European markets
for Newfoundland fish, including the United Kingdom market, were served
by the Portugal Exporters Group and the Spain Exporters Association; markets
in the western hemisphere were handled by Puerto Rico Exporters, Brazil
Exporters Limited and the West Indies Codfish Association. The operations
of these groups were coordinated by the Marketing Administration Committee,
which coordinated the distribution of fish in proportion to the volume
held by each member of the group. In 1945 a sub-committee of the Marketing Administration Committee, the
Fisheries Post-War Planning Committee, researched and analyzed potential
problems in the marketing of salt fish. An exhaustive report was issued
in 1946 which included a study of cooperative marketing schemes in other
countries and resulted in a proposal for a central marketing agency for
Newfoundland's salt fish producers. The committee summed up the benefits
of the proposed system by stating that it would "eliminate the fierce
competition among sellers; avoid gluts in the market place; stabilize and
strengthen prices and lessen expenses considerably". Under this plan
all marketing would be merged in one group and pooling of returns would
be provided for, so each member would be paid the same for each grade of
fish regardless of which market the fish was sold in. The producers decided
to accept the proposal and accordingly, Newfoundland Associated Fish Exporters
Limited (NAFEL) was created in August 1947. The Newfoundland Fisheries
Board continued to act as a liaison between the government and the industry.
It was responsible for issuing export licenses and administrating fish
inspection for market. NAFEL was incorporated in 1947 as a cooperative marketing agency having
the sole right to market all salt fish produced in Newfoundland and Labrador.
Membership was made up of all the producers of salt fish in Newfoundland.
The company maintained a headquarters on Water Street, St. John's and was
administered by F.A.J. Laws, the general manager. The structure of NAFEL
was based on the organization of the exporting groups that preceded it,
and on existing marketing companies in North America. (a) payment of a membership fee of $10,000; (b) agreement in writing to abide by all rules and regulations; (c) entry into a formal contract with NAFEL; and (d) agreement to give such personal, corporate or bank guarantees as
the company thought necessary. NAFEL continued operating for 23 years, until the function was taken over by the Canadian Salt Fish Corporation in 1970. Archivist's note The memoranda and Articles of Association, and the submission to a royal commission containing a report on the history of NAFEL, are contained in file 2.01.001. Scope and content The fonds consists of the corporate records of NAFEL, 1947-1970. The records include administrative records, correspondence and financial records. Included in the administrative records are circulars to members; market reports; and publications and correspondence of associated companies and organizations, including the Government of Canada, the Fisheries Council of Canada, the Fisheries Research Board of Canada, the International Commission on Northwest Atlantic Fisheries, the Newfoundland Fish Trades Association, the Newfoundland Fisheries Board, the Newfoundland Fisheries Development Committee, North Atlantic Shipping Ltd., Puerto Rico Exporters Ltd., and the Brazil Exporters Ltd. Newfoundland in 1971 by F.A.J. Laws, who was NAFEL's General Manager through
its years of operation, and its liquidator in 1970-71. NAFEL maps. fonds should be retained as a discreet collection, although the majority
of the material in the fonds originated with NAFEL. Mr. Laws was the general
manager of NAFEL, and the person responsible for the closing out of the
affairs of the agency. Researchers should also consult the finding aid
to the Laws fonds for a complete listing of the existing NAFEL material,
and to glean a better understanding of the administrative structure of
NAFEL. Scope and Content This sub-series contains what seem to be the working files of annual meetings, extraordinary meetings, and annual meetings statistics. The files may or may not contain minutes of meetings. Many files contain the agenda, copies of notices of meetings, ballots, telegrams relating to meetings and attendance sheets. Annual general meetings were considered ordinary and all other meetings were to be extraordinary. The purpose and procedures of these meetings are explained in the Articles of Association in sub-series 2.01. The annual meeting figures files contain the yearly financial statistics for the company that were presented at the Annual Meeting. The Bank of Nova Scotia, Canadian Imperial Bank of Commerce, Bank of Montreal and The Royal Bank of Canada were each used in their turn for a 3 months period. Scope and Content A percentage of money for each members shipment was kept by NAFEL to be used as its working capital. Each members contribution was recorded, and at the end of each fiscal year if funds were left over they were distributed back to the membership according to the amount of business they did for the year. This sub-series contains one register which records each members contribution to the Revolving Work Fund and Revolving Work Fund Audits for 1949, 1967. Scope and Content This series consist of all the ledgers which make up the accounts and ledger systemetres Structure of Account System In addition to its normal functions, NAFEL's accounts department had the specific duty of distributing to its members the proceeds of sales so that each member received the same rate per hundredweight (cwt) for each type, grade and size of fish shipped within a predetermined period of time. The effects of rising or falling markets were cushioned by the operation of Period Pools. All codfish sold for shipment within a specific time was designated to a Pool, regardless of selling price or destination. Exporters were told which sizes, types and grades of fish to export, in which packages, by which vessel, and when. They were paid in two ways: by advances, as soon as the shipment had been effected, and by pro rata distribution, at the close of the Period Pool, of any financial realization exceeding the total of all advances. Period Pool Realization accounts are General Ledger accounts, and one is kept for each Period Pool. All relevant figures were entered; the eventual balance is the additional realization, which was credited to members through the Pool Average Adjustments Journal (Summary). At the beginning of a Period Pool the contract price of all fish was reduced to common "freight along side" (fas) denominators based on estimates of types, grades and sizes of fish to be exported. The deduction of an arbitrary and equal amount from each gave the advance rate to be paid to each member up to the total quantity of projected sales. If additional sales were made from the Pool, the operation was repeated and new advance rates calculated as required. When the Pool was closed the average advance rates were applied to the actual specifications of shipments made, and a Pool Average was arrived at for each type, grade and size of fish. The record of these specifications and rates is contained in the Determination of Advance Rates record books. Statements of Advance: A Statement of Advance was sent to each member for each shipment he made. Each statement showed: (a) the quantity of each type, grade and size of fish shipped, with appropriate Rates of Advance, and (b) types of packages shipped, valued at the Packages Allowance determined by the Board of Directors. From the Gross Allowance plus Packages total three deductions were made. (1) General Levy. A percentage contribution applied to NAFEL's operating expenses; any excess was distributed to members in cash at the end of the fiscal year. (2) Revolving Work Fund. A per cwt contribution, varying in amount with the type of fish exported, which provided NAFEL's working capital. Dividends were distributed at the end of the fiscal year by the issuance of Certificates of Interest which were cashable, but only at a time and a value decided by the Board of Directors. (3) Wharfage fees and other incidental charges. The amount remaining after these deductions, i.e. the Net Advance, was the amount due the exporter. Arrangement This series is organized in 15 sub-series according to function. Sub-series 4.01 Shipment/Pool Average Adjustment Journals, 1947-1970. Extent 16 volumes, 18 metres. Location Bank 6, shelves 3-8, bank 7, shelf 1. Scope and Content The Shipment/Pool Average Adjustment Journals are records of values taken from the Statements of Advance. Postings were made to the various exporters' accounts in the Shippers Ledger, and to impersonal accounts in the General Ledger. A separate page was used for each member participating in the Period Pool and recorded the quantity of each type, grade and size of fish he shipped, as well as gross advances (minus package allowances). At the end of a Period Pool all columns were totalled, pool average advance rates applied to total quantities shipped, and the overall value compared with the gross advances already made to the member. The difference between these amounts (i.e. the sum required to bring that member's advances into line with those received by other members) was then debited from or credited to his account in the Shippers Ledger. For convenience, the actual postings were made in the Pool Average Adjustments Journal (Summary), which is a record of each member's individual results; total debits and credits generally balance, except for small discrepancies in calculation. Columns are also provided for Additional Realizations and appropriate General Levy contributions. 4.02 Shippers ledgers, 1947-1970. Extent 5 metres, 6 volumes. Location Bank 7, shelf 2, 3. Scope and Content A record of all transactions between NAFEL and each of its members. They differ from the Determination of Advance Rates records and the Period Pool Journals in that the Shippers Ledgers are continuous and not closed at the end of each Period Pool. Columns are provided to permit identification of the type of pool with each transaction. Coloured inks used in the analysis column permit distinction between Period Pools. The ledgers also kept a running record of each member's contributions to General Levy and Revolving Working Fund accounts as a means of facilitating the annual distribution of funds. Scope and Content The volumes in this sub-series list production shipments made by NAFEL over a 14 year period. Included are, shipment date and No. carrier, destination, type of fish and totals. Arrangement The files are arranged chronologically. Sub-series 4.04 Production Inventory Ledgers, 1964-1970. Extent 38 cm, 12 volumes. Location Bank 6, shelf 6. Box 236a. Scope and Content This sub-series contains an inventory of salt fish (packaged or bulk) on hand in a particular month. Records are listed individually for each company. Scope and Content These ledgers contains columns for amount and types of fish, packages sold to each buyer, they also include invoice number, shipment number and vessel. Scope and Content This sub-series contains the files of samples of Cartons Purchased, Stock Sheets, Stock/Shipping Sheets, Period Pool Working Papers and Shipment Folders. Cartons purchased files contain documents pertaining to the purchase, delivery and the selling of salt fish cartons. Stock Sheets contain an inventory of individual members fish on hand on the 20th day of each month. Stock/Shipment sheets are ledger sheets showing the total amount of fish on hand (by area) as taken from stock sheets. Period Pool Working papers contain information about each pool that was formed by the company. Each folder contains some or all of the following documents: a Ledger sheets b Credit notes. c Correspondence to supplier asking to confirm final totals. d forms for each company showing all transactions for a particular pool. Shipment folders contains the records of the majority of shipments made by NAFEL. Each folder contains some or all of the following documents: a Application for permit to export. b Certificate (s) of insurance. c Certificate (s) of inspection. d Bills of lading. e Invoices. f Determination of advance rates. g Specifications of shipmen. h Stowage plan for vessels. Because of duplication and space, (113) bankers boxes in all, it was decided to do a sample of the shipment folders. Two folders for each year was kept. Administrative History The Export Credits Insurance Corporation was established in 1944, to enable Canadian exporters, through the corporation, to insure credit granted to foreign customers. Scope and Content This sub-series contains a correspondence file relating to insuring the export sales of NAFEL to Brazilian companies. The file also contains a copy of a shipments policy of ECIC. Scope and Content This sub-series contains guarantees that were issued by NAFEL to various clients and institutions, "to indemnify and hold them harmless" for any loss or damage they could suffer as a result of certain conditions of their contract not being met. File 5.02.002 contains correspondence with different banks concerning guarantees and letters of credit. Sub-series 5.03 Insurance Certificates, 1960-1970. Scope and Content This sub-series contains the files of Raymond Gushue, who was a board member of the Fisheries Research Board of Canada from 1954 - 1958. Administrative History The Newfoundland Fishtrades Association was a non profit organization incorporated in 1944 to assist and promote the interest and welfare of the commercial fishing industry in Newfoundland. Administrative History The Newfoundland Fisheries Board was established in 1936 by the Newfoundland Government. It was empowered to regulate all aspects of production, processing, culling, inspection, and distribution of fisheries products. The chairman was Mr Raymond Gushue. Scope and Content This sub-series contains the minutes of meetings of this board from 1936-1950 and statistics from 1950-1970. Sub-series 6.07 Newfoundland Fisheries Development Committee (NFDC), 1951-1953. Extent 9 centimetres Location Bank 8, shelf 5. Box 265. Administrative History The Fisheries Development Committee was established in 1951 by joint agreement of the Federal and Provincial Governments. It's mandate was to examine the problems of the fishing industry in Newfoundland. A copy of it's terms of reference can be found in file 6.07.001 Scope and Content This sub-series contains draft paragraphs of various reports submitted by NFDC. The series also contains correspondence to Dr. Raymond Gushue, president of Memorial University, asking the university to become the repository and custodian of the files and documents collected by NFDC. Administrative History This company was incorporated in 1960 to act as freight booking agents and "to deal with other shipping matters" for NAFEL. Each member of NAFEL was invited to buy one share in NAS. Their Articles of Association can be found in file 6.08.001. Scope and Content The sub-series contains the working papers of H.S. Hickey the secretary of NAFEL. His file contains notices of meetings and some draft copies of correspondence, invoices and bank statements. There are two petty cash books. It's objectives were to assist and promote the interests and welfare of the commercial fisheries industry of Canada. A copy of by-laws, terms of reference and composition are found in file 6.09.001. Administrative History In late 1919 the Newfoundland government gave Hawes & Co. Ltd the exclusive right to contract the sale of salt fish to Italian buyers. At the same time a group of shippers in Newfoundland requested Mr. George Hawes to build up similar organizations as the one in Spain for marketing of their fish in other European markets. Because it was cumbersome for a centre for controlling organizations outside of Spain, Hawes decided to form a company in London separate from the Spanish company, to handle all other markets. Hawes & Co. (London) Ltd. was formed in 1922. It's mandate was to act as agents, finance shipments of fish, handle the banking end of the business, and centralize statistics on markets. Hawes & Co.(London) Ltd. signed contracts with Newfoundland fish companies which gave the company the exclusive right to sell, market and handle all salt fish exported from Newfoundland to Portugal, Italy, Spain, Greece or any other country or market in Europe. The agent would also investigate, settle, compromise and deal with all claims, rejections or disputes arising out of sales made by shippers to European markets. In 1926 Hawes Newfoundland Limited was established and continued until 1932 when it was dissolved by resolution. Thereafter Hawes conducted business through agent (George Lewis) as a branch of Hawes and Co.(London) Ltd. Scope and content This fonds contains some of the corporate records of Hawes & Co (London) Ltd. Title Portugal Exporters Group Limited [text] 1936-1947. Extent 72 centimetres Administrative History The Portugal Exporters Group, (PEG) was incorporated in 1936 as a marketing co-operative to sell salt fish produced in Newfoundland, to markets in Portugal. The co-operative was a trade controlled organization supervised by a government organization, the Newfoundland Fisheries Board. It was a new marketing concept in the sense that it had an exclusive right to market salt fish in Portugal and, anyone wishing to export fish to Portugal had to be a member of the group. Sales were arranged by the Hawes and Co. (London) Ltd. representative in Portugal and, were closed by the London office. The general manager was F.A.J. Laws, the Hawes representative in Newfoundland. Members declared stocks of fish on a regular bases. When a contract was made and shipping arranged, members were notified and were requested to deliver a particular quantity of fish to a designated shipping point. Title Spain Exporters Association Limited. (SEAL) Fonds [text], 1942-1947. Extent 90 centimetres Administrative History The Spain Exporters Association Ltd. was incorporated in 1942. It's objectives were to market salt fish produced in Newfoundland to markets in spain. To meet its objectives it was given the right to charter vessels to ship fish to markets and to raise money needed to carry on its business. Members of the association were required to be licensed exporters and in order to qualify must have shipped an average of 1500 quintals or more of fish to spain in the preceding 2 years. Each member was charged for freight, wharfage, insurance, assessed a charge per quintal of fish shipped, and charged for other expenses incurred by SEAL in the marketing of salt fish. At the end of the year surplus money was paid back to each member proportionally to the amount of business carried on with the organization. The records include correspondence files, 1946-1947 containing correspondence
between the organization and it's members, local telegrams and information
memorandum to members and executives. The production records contain information
on specific shipments and undertakings. Financial records include a cash

Title Marketing Administration Committee (MAC) Fond [text] 1943-1948. Extent 80 centimetres textual material. Administrative history The Marketing Administration Committee was set up in 1943 to co-ordinate the distribution of quotas set down by the Combined Food Board of the United Nations. These quotas were distributed to the exporters groups operating in Newfoundland at the time, namely; The Portugal Exporters Group Ltd.; The Spain Exporters Association Ltd.; The West Indies Codfish Association Ltd.; and the Puerto Rico Exporters Group Ltd. The Committee remained in existence until the formation of NAFEL in 1947. Scope and content This fonds contains some of the corporate records of MAC, 1943-1947.
These include various subject files, correspondence and production records.
Records from The Combined Food Board include recommendations for purchase
and allocations of yearly salt fish production, and quotas for production
listed by country. Included also are revenue and expense account sheets

Boxes 275-277. Scope and Content The records contained in this series are the Stock Declaration sheets. On the twentieth of each month, member companies submitted to MAC, a declaration of stocks of fish on hand. Labrador: caught on the Labrador coast. Shore Fish: caught inshore by trap or trawl. Extra large: Over 24 inches; bank or shore fish. Large: 20"-24"; Bank, Labrador or shore fish, but usually from the south or southwest coasts. Medium: 18"-20"; sources as for Large. Small: 12"-18"; generally shore and Labrador fish. Extra Small: 8"-12" (tomcods); usually shore fish. Choice (Number One) Spanish: Sound quality, extra thick, light amber colour and somewhat translucent in appearance. Even surface, well split, thoroughly clean on back and face, showing no salt or stains. Seven-eighths dried. Prime (Number Two) Spanish: Sound quality, fair thickness and good colour. Well split, even surface, thoroughly clean and not showing excessive salt or stains. Seven-eighths dried. Merchantable: Similar to Prime, but hard-dried. Madeira: Not Choice, Prime or Merchantable. Rough in appearance but not over-salted, broken, sunburnt, slimy, dun (sour) or otherwise defective. Hard-dried. Thirds (Bueno): Slight signs of excessive salt. Unbroken or only slightly broken, slightly sunburnt with no sign of slime. Hard-dried. West India: Broken, but not excessively. Sunburnt, over-salted, slightly slimy or dun. Hard-dried. Bim: Broken pieces, excessive salt, slime and/or dun; may include snappers. Thoroughlyhard-dried. Genuine Labrador (Choice): Generally small and thin but of sound quality, well split and with no stains. Firm, thoroughly salted with a clean, clear, almost white face. Genuine Labrador (Prime): In most respects similar to Choice, but may be poorly split and extremely thin, showing some bloodstains. Genuine Labrador (Cullage): All Labrador fish not up to the standard of Prime. Semi-dry (Standard): Moisture content 40-45 per cent. Heavy-salted; clean and free of dun. Semi-dry (Grade B): Moisture content 40-45 per cent. Badly split and not thoroughly clean but free of jigging holes. Ordinary Cure (o/c) (Standard): Varies in moisture content according to market requirements; clean appearance, free of holes and dun. O/c (Grade B): Same as semi-dry in quality but with a higher moisture content. Labrador Cure: Not necessarily caught on the Labrador coast but rather in the Strait of Belle Isle south of Blanc Sablon; cured in the same manner as Labrador fish. Wet-salted or Salt Bulk (Number One): Sound quality, well split with a clear, even surface free of stains; firm and thoroughly salted. Wet-salted (Number two): Similar to Number One but badly split and of uneven surface with some stains. Wet-salted Cullage: Not up to the quality of Number Two. Quintal (qt): 100 kg; approximately 220.5 pounds. Hundredweight (cwt): 112 pounds. Butt: Four quintals. Cask: Four quintals. Bbl (barrel) semi-dry: 26" by 19", bulge 23" (two quintals). Bbl o/c: 29" by 17", bulge 21" (two quintals). Half-butt: Two quintals. Drum: 128 pounds hard-dried. Half-drum: 64 pounds hard-dried. HSHD: Heavy salted hard-dried. LSHD: Light salted hard-dried.
